The plan proposes that by 2015, China's shipbuilding industry will have a more complete industrial system, a more reasonable industrial structure, significantly improved innovation capabilities and overall industrial quality, and will maintain its leading position in the international shipbuilding market, becoming a world shipbuilding power. According to the relevant plans of our city, by 2015, Yangzhou will form a shipbuilding capacity of over 12 million deadweight tons, achieve a shipbuilding industrial output value of 100 billion yuan, build an internationally advanced shipbuilding and supporting industrial concentration area, and build a national-level shipbuilding industrial base.

The plan proposes that by 2015, China's shipbuilding industry's overall scientific and technological strength will rank among the world's top, the comprehensive competitiveness of mainstream ship types will be significantly improved, and more than 50 well-known brand products that meet the latest international standards and lead international market demand will be formed. It will have the design capabilities for major high-tech ships and deep-water marine engineering equipment, and its marine engineering equipment design and manufacturing capabilities will be among the world's top.

At the same time, the industrial structure will be optimized and upgraded. The shipbuilding bases in the Bohai Rim, the Yangtze River Delta, and the Pearl River Delta will become world-class shipbuilding bases. The top 10 shipbuilding enterprises will account for more than 70% of the total shipbuilding completion volume, and more than 5 enterprises will enter the world's top 10 shipbuilding enterprises. The sales revenue of the marine engineering equipment manufacturing industry will reach more than 200 billion yuan, and the international market share will exceed 20%. In 2015, the sales revenue of the shipbuilding industry will reach 1.2 trillion yuan, and the total export volume will exceed 80 billion US dollars.

Efficiency and effectiveness will be significantly improved, the industrial added value rate will increase by 3 percentage points compared with the end of the Eleventh Five-Year Plan, and the shipbuilding industry will fully establish a modern shipbuilding model. Supporting capabilities and levels will be significantly improved, and the manufacturing technology of major marine equipment will reach the world's advanced level.
