On March 10, 2022, the 3,000-ton buoy operation vessel Xiangyanghong 31, built by China Shipbuilding Industry Corporation (CSIC) Wuhan Shipbuilding Group for the South China Sea Bureau of the Ministry of Natural Resources, was successfully delivered and commissioned via a "cloud delivery" ceremony. This marks the official deployment of China's first batch of ocean comprehensive scientific research vessels with all-weather offshore buoy operation capabilities in the South China Sea.

Wang Weiping, director of the National Marine Bureau South China Sea Survey Technology Center under the South China Sea Bureau of the Ministry of Natural Resources, and a representative from Wuhan Shipbuilding Group signed the vessel handover documents. Chu Jun, inspector of the Early Warning and Monitoring Department of the Ministry of Natural Resources; Lei Bo, director of the South China Sea Bureau of the Ministry of Natural Resources; and Jiang Tao, Party secretary and chairman of Wuhan Shipbuilding Group, delivered speeches at the cloud delivery ceremony.

Relevant leaders from the South China Sea Bureau of the Ministry of Natural Resources, the National Marine Bureau South China Sea Survey Technology Center, Shanghai Jiachuan Engineering Supervision and Development Co., Ltd., the 701st Research Institute, and the Wuhan branch of the China Classification Society, as well as Tian Jun, vice general manager of Wuhan Shipbuilding Group, and other relevant personnel attended the ceremony.

The Xiangyanghong 31 is a new type of marine buoy operation vessel independently researched and developed by China. Designed by the 701st Research Institute of China Shipbuilding, the vessel is 89 meters long, 18 meters wide, has a displacement of 3950 tons, a speed of 16 knots, a cruising range of 10,000 nautical miles, B2 ice-class strengthening, a long forecastle, a continuous single deck, an engine room located in the aft midship, and a main propulsion system of two full-rotating podded electric propulsion systems. It is equipped with a bow thruster, allowing for stepless speed regulation and DP-2 dynamic positioning. It features an extra-large buoy operation A-frame and a buoy damping device, capable of lifting and storing 10-meter-long large ocean monitoring buoys, making it one of the most powerful buoy lifting vessels internationally.

Simultaneously, the vessel can achieve precise positioning during offshore buoy operations, and possesses the capability to deploy, maintain, and recover various buoys, sub-surface buoys, and underwater survey equipment in all sea areas, as well as undertake multiple ocean comprehensive survey tasks, filling a gap in this type of vessel. Buoys are a type of modern marine observation facility, usually deployed in designated locations near the coast or in the open sea. Equipped with instruments such as wind speed and direction sensors and GPS positioning systems, buoys can automatically collect, process, and transmit marine environmental parameters such as wind, temperature, air pressure, and waves, thus enabling functions such as tsunami early warning.

Since undertaking the project, Wuhan Shipbuilding Group has meticulously planned and organized the construction, thoroughly implementing the "100+1" quality concept, battling high temperatures, harsh winters, and the pandemic. They continuously strengthened close communication with the ship owner, ship inspectors, and design institutes, striving to create a high-quality project and deliver a buoy operation vessel that reaches internationally leading standards to the ship owner!
The Xiangyanghong 31 carries the dream of the South China Sea Bureau to possess a world-class marine buoy operation vessel. The official commissioning of the Xiangyanghong 31 will enable it to work in coordination with other existing vessels of the South China Sea Bureau to form a comprehensive scientific research and operation fleet, contributing to the construction, operation, and maintenance of China's ocean observation network and providing strong support for accelerating the construction of a strong maritime nation.
