On December 9, COSCO SHIPPING Heavy Industry (Dalian) and the Shanghai Salvage Bureau of the Ministry of Transport held a signing ceremony for the "Construction Contract for Two 12,000-ton Lifting and Floating Salvage Engineering Vessels" in Shanghai. Guests attending the signing ceremony included Hong Chong, Director of the Shanghai Salvage Bureau of the Ministry of Transport; Gu Weizhang, Captain of the Salvage Tugboat Fleet; Liu Gennian, Deputy Director of the Planning, Construction, and Technology Department; Liang Yanfeng, General Manager of COSCO SHIPPING Heavy Industry; Zhao Zengshan, Deputy General Manager; and Qin Bingjun, Chief Engineer of Tianhai Fusion Defense Equipment Technology Co., Ltd. Gao Yongqiang, General Manager of COSCO SHIPPING Heavy Industry (Dalian), and Kang Xuecong, Deputy Director of the Planning, Construction, and Technology Department of the Shanghai Salvage Bureau of the Ministry of Transport, signed on behalf of both parties.
It is understood that the contract's winning bid was approximately 684 million yuan. The main dimensions of this type of vessel are approximately 169.0 meters × 39.8 meters × 10.9 meters, with a design draft of 7.5 meters, a deck design load of 25 tons/square meter, a single-ship lifting force of approximately 12,000 tons, a combined lifting force of approximately 24,000 tons for two ships working in coordination, and a maximum cargo weight of no less than 8,000 tons for rear towing and loading. The ship's speed is approximately 14 knots, with an endurance of 60 days. It is equipped with a DP2 dynamic positioning system, has a rapid load adjustment function, an 8-point mooring system, and is suitable for unlimited navigation areas. The vessel is equipped with four main generator sets of approximately 4,000 kilowatts each, one mooring generator set of approximately 760 kilowatts, and one emergency generator set of approximately 375 kilowatts. The vessel is installed with a selective catalytic reduction (SCR) device for diesel engine exhaust NOx, meeting the requirements of the IMO-NOx Tier III emission standards.
This vessel was designed by Tianhai Fusion Defense Equipment Technology Co., Ltd. to meet the latest requirements of relevant international conventions, regulations, and the current relevant specifications and regulations of the China Maritime Safety Administration and China Classification Society (CCS), and is classed by CCS.
The vessel is a steel, all-welded, streamlined bow, short forecastle, square stern, spacious and flat working deck, electric propulsion, self-propelled semi-submersible salvage engineering vessel. Two detachable and movable pontoons are located at the stern and can be moved and rearranged using the ship's special equipment.
The forecastle and accommodation are located at the bow. The deckhouse is located on the forecastle deck and is used for accommodation, the wheelhouse, and other spaces.
During lifting and salvage operations, two lifting and salvage vessels operate in parallel, using linear winches arranged along the length of the main deck to achieve synchronous lifting of the sunken vessel, lifting the entire sunken vessel out of the water. During semi-submersible operations, submersion or surfacing can be completed within 4 hours, with a maximum submersion depth of 21.40 meters. During deck transport operations, it can be used for the transport of sunken vessels and large marine equipment. The vessel also has the ability to rapidly adjust ballast water, allowing for lateral or stern towing and loading, meeting the needs of transporting large marine structures.
The vessel is mainly used for emergency salvage of large damaged or wrecked ships and vessels, as well as the loading and transportation of damaged vessels; it also handles the transportation of large-scale offshore equipment and steel components, offshore oil platforms, jackets, ship sections, and other oversized items.
