Jiangsu Province recently released the "Jiangsu Province's 12th Five-Year Plan for Cultivating and Developing Strategic Emerging Industries", which specifically proposed focusing on the development of new and mainstream marine engineering equipment to ensure Jiangsu's position as a major province in marine engineering equipment manufacturing and research and development.

In the Plan, the marine engineering equipment industry is listed as one of the strategic emerging industries that the Jiangsu Provincial Government will prioritize during the 12th Five-Year Plan period. In the field of new marine engineering equipment, the Plan proposes to mainly meet the major needs of ocean resource development, especially ocean oil and gas resource development and transportation, and vigorously develop liquefied natural gas floating production, storage and offloading units (LNG-FPSO), deep-draft spar platforms (SPAR), floating drilling production, storage and offloading units (FDPSO), and self-elevating production, storage and offloading units. In the field of mainstream marine engineering equipment, the focus will be on developing geophysical survey vessels, engineering survey vessels, heavy-duty pipe-laying vessels, and multi-purpose work vessels that provide services for ocean resource exploration, mining, processing, transportation, and management, as well as key supporting equipment and systems for marine engineering platforms and working vessels.

In addition, Jiangsu Province will also focus on developing marine utilization engineering construction equipment. Relying mainly on large-scale onshore and offshore wind power projects, it will actively promote the industrialization of marine utilization engineering construction equipment, steadily promote the research and development and industrialization of wave energy and other renewable energy utilization engineering construction equipment, and promote the research and development and industrialization of forward-looking marine engineering equipment that may change the current mode of marine resource development.

In terms of industrial layout, the Jiangsu Provincial Government will prioritize supporting Nantong, which already has a certain foundation and conditions, in developing the marine engineering equipment industry. In 2010, Nantong's shipbuilding output accounted for 14% of the national total, with an output value exceeding 100 billion yuan, making it the second largest shipbuilding base in China after Shanghai. Its marine engineering equipment accounted for 1/3 of the domestic market share, with products covering all types from nearshore to deep sea, leading the country in both variety and quantity.

By November last year, Nantong enterprises had undertaken nearly 20 marine engineering products, worth more than US$2 billion, exceeding the total amount in 2010, and enterprises had nearly US$3 billion in marine engineering orders in hand. During the 12th Five-Year Plan period, the output value of marine engineering equipment in Nantong is expected to reach 100 billion yuan.
