Quanzhou Transportation and Development Group's 2 billion RMB investment has revitalized the former "one of Asia's largest shipyards"—the Quanzhou Shipyard project. Work has resumed, with the ship repair sector achieving a strong start to the new year and continuing its progress towards becoming a leading domestic green and technology-based marine equipment maintenance and support base.

Four ships docked, one departed: Quanzhou Shipyard's ship repair sector fully resumes production

Recently, Quanzhou Transportation and Development Group revealed that the Quanzhou Shipyard's ship repair sector has fully resumed operations. A total of 146 personnel from Quanzhou Transportation and Development Shipbuilding Heavy Industry Development Co., Ltd. and its affiliated units are in place. Various ship repair crews are carrying out repairs on four vessels—"Nengjian Guang Huo 002," "Huizhong 301," "Changsheng 5000," and "Hongda Xin 7"—at the dock, and on two vessels—"Xin Yongchang 16" and "Yongxin 17"—in Dock 1.

The Quanzhou Shipyard project is managed and operated by Quanzhou Transportation and Development Shipbuilding Heavy Industry. It is being revitalized through investment attraction and leasing, divided into prefabrication, ship repair, and offshore engineering sectors. The ship repair sector has brought in Fujian Boyang Shipbuilding Industry Co., Ltd. After six months of pump room equipment repair, Dock 1 facility repair, workshop equipment repair, dock facility repair, and Dock 1 & 2 gate opening and closing tests, the ship repair sector project held a resumption ceremony last September, marking a fresh start.

Fujian Boyang Shipbuilding reported that in early January of this year, the company completed four ship docking tasks and the repair and delivery of one ship, achieving a successful start to its ship repair business. Among them, the "Hongda Xin 7" multi-purpose vessel of Xiamen Hongda Xin Shipping Co., Ltd. successfully entered the dock on January 1. The main repair work included routine docking repairs, exterior painting, hull outfitting, engine room piping, and motor pump repairs.

On the morning of January 14, the 3,000-ton floating full-slewing crane vessel "Nengjian Guang Huo 002" successfully entered the dock. The vessel is 181.58 meters long, 48 meters wide, 13 meters deep, with a displacement of 72,000 tons and a maximum ballast water capacity of 13,500 cubic meters per hour; the deck area is approximately 5,200 square meters, with a uniformly distributed load of 17 tons per square meter. It is mainly used for lifting, piling, or support engineering operations in deep offshore waters within 70 meters of water depth. The main repair work includes six major parts: ship entry and exit from the dock (including tugboats) and in-dock/dockside services, docking repairs, deck, engine room, electrical, crane inspection, and load testing.

On February 23, the "Yongxin 17" departed. The ship's arrival coincided with the Chinese Spring Festival. The Boyang Shipbuilding repair team immediately contacted the ship owner to jointly inspect and determine the details of the repair work. Through close cooperation from all parties, the ship was completed and departed as planned. The ship repair efficiency and quality were highly praised by the customer.

It is understood that Fujian Boyang Shipbuilding Industry Co., Ltd., established on December 29, 2017, is a professional marine engineering service enterprise engaged in shipbuilding, ship repair, ship dismantling and reassembly, and parts and materials sales. The company has served large state-owned transportation, scientific research, public service, and law enforcement vessels, as well as various civilian commercial and engineering vessels, including those of the China Coast Guard, China Maritime Safety Administration, China Marine Surveillance, China Fisheries Administration, the Institute of Oceanology of the Ministry of Natural Resources, CNOOC, COSCO SHIPPING, China Communications Construction Company, and China National Aquatic Products.

2 Billion RMB Investment: Quanzhou Transportation and Development Group Revitalizes Former "Asia's Largest Shipyard"

It is understood that the Quanzhou Shipyard project is located in Douwei Port Area, Huian County, covering an area of 2017 mu (approximately 134 hectares). It has seven existing and under-construction docks, two 300,000-ton docks, two docks for vessels under 10,000 tons, 13 major outdoor cranes, and 55 indoor cranes. Boyang Shipbuilding won the bid for the Quanzhou Shipyard's ship repair sector through open bidding in February last year, and the ship repair sector officially started in September of the same year, with the "Xiangyanghong 03" research vessel and the "Marine Petroleum 691" successively entering the port for repairs. According to the plan, the Quanzhou Shipyard's ship repair sector aims to repair and build 288 ships annually.

Boyang Shipbuilding is located on the north side of Dongzhou Peninsula, Quanzhou City, on the south bank of Meizhou Bay's Douwei Port Area. The company covers approximately 125 hectares of land and approximately 206.4 hectares of sea area, with a 3,600-meter shoreline. It possesses world-class shipbuilding and repair facilities and equipment, including two over 300,000-ton ship repair docks (380x80x14.4 meters and 420x68x14.4 meters), capable of providing docking repair services for the world's largest vessels, and over 1,200 meters of deep-water berths for vessel mooring.

The Quanzhou Shipyard project, invested in by Quanzhou Transportation and Development Group, was originally Quanzhou Shipbuilding Co., Ltd., established in 2004, and founded by the renowned Quanzhou businessman Cai Tianzhen. In October 2007, Taishan Petrochemical acquired Quanzhou Shipbuilding from its chairman, Cai Tianzhen, for 1.275 billion RMB.

In October 2006, Quanzhou Shipbuilding's shipbuilding operations commenced, delivering its first new ships in October 2007. Ship repair operations also fully commenced in mid-2011. Quanzhou Shipbuilding was equipped with complete modern facilities, including large docks, shipways, wharves, lifting equipment, and various processing workshops. The four large dry docks had a repair capacity of 1 million deadweight tons, with docks one and two being over 300,000 tons each, capable of repairing the world's largest tankers, bulk carriers, and container ships. In the plan, Quanzhou Shipbuilding's shipbuilding capacity reached 100,000 tons, making it one of the largest shipyards in Asia.

However, during the subsequent downturn in the shipbuilding market, Quanzhou Shipbuilding's new ship orders dried up, resulting in losses starting in 2009, leading to a serious crisis. It eventually entered bankruptcy liquidation proceedings in 2019 after court acceptance. In 2020, Quanzhou Shipbuilding's asset package was first auctioned online but failed to sell. In 2021's second auction, it was acquired by Quanzhou Transportation and Development Group's secondary subsidiary, Quanzhou Transportation and Development Real Estate Investment Group Co., Ltd., for 1.207 billion RMB.

Quanzhou Transportation and Development Real Estate Group will use the construction of a provincial marine engineering equipment base as its long-term development plan. According to the shipyard's project plan, it is divided into three sectors: ship repair, shipbuilding, and offshore engineering manufacturing. It inherits the original shipyard's overall plan, mainly focusing on ship repair and marine heavy industry, and will appropriately promote the manufacturing of special vessels. Through rolling development, it will gradually improve its capabilities, conduct high-standard green and intelligent transformation, and become a leading domestic green and technology-based marine equipment maintenance and support base.

It is understood that Quanzhou Transportation and Development Group was established in August 2017 with a registered capital of 3 billion RMB. Its main businesses include the construction, investment, development, maintenance, operation, and management of transportation infrastructure; transportation asset management; passenger and freight transportation and modern logistics; domestic and international freight forwarding; urban public transportation; marine transportation; and intelligent transportation infrastructure construction. As of the end of July 2023, Quanzhou Transportation and Development Group's total assets reached 101 billion RMB, marking its entry into the ranks of trillion-level state-owned enterprises.
