A cluster infection of the novel coronavirus has broken out at the Zvezda Shipbuilding Complex, with at least 18 Chinese workers confirmed to be infected.
According to a report by Russia's Sputnik News Agency on November 2nd, a spokesperson for the Zvezda Shipbuilding Complex stated that 18 Chinese construction workers working on facility construction at the Zvezda Shipbuilding Complex in Bolshoy Kamen, Primorsky Krai, have been confirmed to be infected with the novel coronavirus.
The spokesperson for the Zvezda Shipbuilding Complex stated that the construction project of the shipyard is contracted by China Communications Construction Company Limited. During routine testing of relevant employees, 18 employees tested positive. These confirmed employees were immediately isolated and sent to a hospital in Nakhodka, more than 60 kilometers away. Close contacts of the confirmed patients were isolated in separate worker dormitories and also underwent virus testing.

In the video, 7-8 suspected Chinese citizens can be seen waiting at the entrance of the hospital inpatient department, each wearing a mask.
It is understood that the Zvezda Shipbuilding Complex project is a large-scale infrastructure project undertaken by China Communications Construction Company's Russian subsidiary in Russia, with a construction period of 2 years. The Zvezda Shipbuilding Complex was established by a consortium formed by Rosneft, Rosneftegaz, and Gazprombank, based on the Far East Ship Repair Center (FESRC) located in Bolshoy Kamen, and is newly built on the basis of the original large ship repair enterprise, near Bolshoy Kamen Bay.
The large-scale reconstruction of the Zvezda Shipbuilding Complex began in 2009. Most of the expansion projects are undertaken by Chinese companies, the most typical of which is China Communications Construction Company. China Communications Construction Company has won the bid for the third phase of the construction of the Zvezda Shipbuilding Complex's dry dock and expansion plant, as well as the supply of cranes worth 19.805 billion rubles (approximately 2.118 billion yuan) and dredging equipment worth 15.291 billion rubles (approximately 1.635 billion yuan). In June 2019, the Zvezda Shipbuilding Complex signed a contract with China Communications Construction Company, planning to invest 2.788 billion rubles (approximately 298 million yuan) to expand the area of the pre-dock site, with an area of 114 meters × 169 meters.
It has been reported that the Zvezda Shipbuilding Complex project of China Communications Construction Company did not stop after the outbreak of the epidemic in Russia.
It is understood that many large-scale construction projects in Russia are contracted by Chinese construction companies, and Chinese workers are managed uniformly by the Chinese side on the construction sites. Originally, the construction site was an extremely closed place, generally without contact with the outside world. Due to discipline and language barriers, Chinese workers never left the construction site, only moving between the work site and the dormitory. Accommodation and meals were separated from Russians, so although the epidemic in Russia was serious, theoretically, the chance of Chinese workers being infected was very small. However, there are not only Chinese workers on the construction site, but also Russian and other CIS workers engaged in construction work. It is very likely that these local workers infected the Chinese workers after entering the construction site. Therefore, some workers suspect that foreign workers on the construction site were infected with the virus and then infected the Chinese workers.
In fact, the epidemic situation in Russia is currently very severe. Chinese people working in Russia have undergone strict checks before entering the country. At the beginning of the epidemic, they wanted to stay at home and prevent the epidemic until it subsided. However, as the Russian authorities gradually lifted restrictions and citizens ignored epidemic prevention measures, the epidemic prevention positions of Chinese people in Russia were completely disintegrated.
It is reported that there are thousands of workers from China at the construction site. Currently, the entire construction site has been shut down, and foreign workers have all left.
From October 26 when the incident occurred, as of November 2, the employer of the infected Chinese workers has not yet issued any announcements.
