Company leaders and heads of departments such as the Party Committee's work department and the trade union's work department saw off the first group of employees taking the company's shuttle bus.

16,000 people who left Shanghai are about to return, and Jiangnan Shipyard is making comprehensive preparations for epidemic prevention and control to welcome the return-to-work wave.

Shipbuilding is a labor-intensive industry, and Shanghai is a major center of China's shipbuilding industry, with several large shipyards employing more than 10,000 people. Carrying out epidemic prevention and control work before and after the resumption of work is the top priority for all shipbuilders.

So, how is the epidemic prevention and control work currently being carried out by shipbuilders? How are they managing the massive return-to-work wave?

February 10th Normal work resumption preparation 400,000 3M masks for production use

Jiangnan Shipyard recently issued a notice extending the Spring Festival holiday until February 10 (Monday), when normal work will resume.

According to Xinmin Evening News, Jiangnan Shipyard began tracking the information of its employees in Hubei Province from January 22. As of 8 PM on January 28, Jiangnan Shipyard had investigated 867 people, of whom 222 had transited through Hubei Province. 84 have returned to Shanghai, and 43 have completed their observation period; a total of 523 people remain in Hubei Province, including 33 in Wuhan. None of these individuals have been confirmed or suspected cases.

Currently, Jiangnan Shipyard has a total of approximately 16,000 employees away from Shanghai. Jiangnan Shipyard divides its employees into three categories for tracking: for those in Hubei, information is detailed to each individual; for those who have left Shanghai but are not from Hubei, the current requirement is to know the total number, and for those who feel unwell, information is detailed to the individual; for those in Shanghai, the total number is tracked, and those who have returned from Hubei and other places are required to self-isolate and are not scheduled for overtime.

It is understood that Jiangnan Shipyard has prepared approximately 400,000 3M masks for production use, which can basically meet the current protection needs. Anyone entering the company's factory area must wear a mask. Jiangnan Shipyard has prepared approximately 100 temporary isolation rooms that meet the requirements; currently, there are no personnel in the factory who need isolation.

January 24th Held a special meeting on epidemic prevention and control to make comprehensive deployment of work

In the face of the increasingly severe situation of the novel coronavirus pneumonia epidemic, under the leadership of the company's Party committee and the working group for the prevention of novel coronavirus pneumonia, various grassroots Party organizations of Jiangnan Shipyard have promptly formulated emergency plans and conducted investigations into the information of personnel involved in Wuhan. To further strengthen epidemic prevention and control work, on the morning of January 24, 2020, Huang Wenfei, general manager of Jiangnan Shipyard and deputy head of the epidemic prevention and control working group, organized a company epidemic prevention and control work meeting. The meeting listened to the Party Committee's work department's report on the progress of the company's epidemic prevention and control work and the statistics of personnel who had passed through Wuhan, were stranded in Wuhan, and returned from Wuhan; the general affairs department's report on the epidemic prevention and control work plan (draft) and emergency plan (draft); the staff hospital's report on the development of the domestic epidemic and relevant precautions; and reports from various participating departments on relevant situations. Heads of departments who are members of the company's epidemic prevention and control working group and heads of departments on duty that day attended the meeting.

Huang Wenfei emphasized that epidemic prevention and control work is a matter of life and death, a major political task, and a concrete manifestation of Jiangnan Shipyard's fulfillment of its social responsibilities. All departments of the company must attach great importance to it, organize it carefully, plan it meticulously, and carry out comprehensive prevention and control. Huang Wenfei required that the Party Committee's work department and the general affairs department take the lead in formulating the company's overall work plan, and that the human resources department, production management department, supporting department, military products department, and safety, environmental protection, and health department, etc., formulate work plans according to their respective responsibilities, and form the company's epidemic prevention and control emergency plan and improve the work plan. Various departments should further refine and implement the information reporting system, combining the regular reporting system with the emergency reporting system, and implementing specific responsibilities; they should also strengthen publicity and positive guidance, making full use of various channels such as the Internet to ensure that the work is implemented to every employee.

On January 28, Jiangnan Shipyard issued a "Notice on Matters Concerning Employees Returning to Shanghai for Overtime Work Due to Work Needs During the Epidemic Prevention and Control Period." According to the arrangement, before February 4, Jiangnan Shipyard strictly controlled overtime, with the daily number of people controlled at 200-300, mainly to meet the deadline for the 23,000 TEU dual-fuel container ship. From February 4 to 9, according to the company's original production plan for key models, the amount of overtime will be larger, with an estimated 1,000 people or more, including those who left Shanghai.

The notice points out that, based on the overtime schedule from February 4 to 9, and combining the needs of the department's own work, if employees who did not leave Shanghai during the Spring Festival cannot meet the needs, other employees in Shanghai or outside of Hubei Province can be arranged to return to Shanghai for overtime work, but they must meet the following conditions:

(1) Employees have not been in contact with people from Hubei Province within fifteen days, nor have they been to Hubei Province;

(2) Employees are in good health and have no symptoms such as cold, fever, or cough;

(3) Comply with local government requirements, such as emergency measures;

(4) Employees returning to Shanghai for overtime work should truthfully report the following information to the department in the prescribed form (provided by the Human Resources Department):

1. If employees returning to Shanghai for overtime work use public transportation, they should report specific information such as flight number and train number (including seat number), and keep the tickets;

2. If employees returning to Shanghai for overtime work use relatively independent transportation (such as private cars), they should report the license plate number and information of those traveling together (including name, contact information, place of origin, health status, and residence in Shanghai);

3. Report residential information after arriving in Shanghai.

(5) Employees returning to Shanghai for overtime work should take personal protective measures, such as wearing masks, and cooperate with various relevant checks along the way. If any abnormalities occur during the journey, they should report to the department immediately and take corresponding measures according to the requirements of the local government in the area.

Jiangnan Shipyard is currently conducting personnel statistics, and the specific overtime plan and personnel arrangements are expected to be officially released on January 30.

Since January 22, when Jiangnan Shipyard established an epidemic prevention and control leading group and launched epidemic prevention and control deployment work, the company has held six special meetings (four online meetings and two on-site meetings), continuously studying countermeasures based on changes in the situation. After work resumes on February 10, Jiangnan Shipyard will further adopt targeted measures in accordance with the development of the epidemic and relevant national policies.
