The shipbuilding industry is a comprehensive industry that provides technical equipment for marine transportation, marine development, and national defense construction. Deeply affected by the international financial crisis, the international shipping market has remained sluggish, with a serious shortage of new shipbuilding orders, continuously falling prices for new ships, and an intensifying overcapacity problem. The development of China's shipbuilding industry faces unprecedented challenges. In accordance with the requirements of stabilizing growth, adjusting the structure, and promoting transformation, this implementation plan is formulated to maintain the sustained and healthy development of the industry.
On August 4, the State Council approved the "Implementation Plan for Accelerating Structural Adjustment and Promoting Transformation and Upgrading of the Shipbuilding Industry (2013-2015)". This "Implementation Plan" sets out seven major tasks: First, accelerate technological innovation and implement innovation-driven development. Second, improve the manufacturing level of key supporting equipment and materials. Third, adjust and optimize the layout of shipbuilding industry productivity. Fourth, improve the demand structure and accelerate the development of high-end products.
Fifth, stabilize international market share. Sixth, promote the integrated development of military and civilian industries. Seventh, strengthen enterprise management and industry services.
To achieve its policy support plan, it will encourage the early scrapping and renewal of old transport vessels; support administrative law enforcement, the construction of government vessels, and the renewal and transformation of fishing vessels; encourage the development of ship buyer credit business; increase credit financing support and innovative financial support policies; strengthen enterprise technological progress and technological transformation; control new capacity, and support capacity structural adjustment.
All regions, departments, and units should further enhance their understanding of the importance and urgency of resolving overcapacity contradictions, accelerating structural adjustment, promoting transformation and upgrading, and maintaining the sustained and healthy development of the shipbuilding industry, strengthen organizational leadership, and ensure the implementation of the work.
Relevant departments of the State Council should strengthen communication and close cooperation, formulate and improve supporting policies and measures as soon as possible, and do a good job in guidance and service. Relevant regions should, in accordance with the goals, tasks, and policy measures determined in this implementation plan, formulate specific implementation plans in combination with actual conditions to ensure the timely completion of various tasks and goals. New situations and problems encountered during implementation should be promptly fed back to the Development and Reform Commission and other relevant departments.
